the Plier  consists of two metal arms connected by a pivot at a height of 2/3 from the base. Between the arms in their lower part there is a spring that allows the pliers to be in an open position or when pressed closed. At the upper end of the arms are attached short tubes inside of which on one side a protruding lug and on the other side the hole of the lug goes into the hole in this way the cobbler makes holes for the shoe laces.
